Minutes of the Meeting of Tuesday 29th March 2022

Nettleton Village Hall at 7.30pm

Present: Cllrs. K. Smith (Chair), J. Connolly (Vice-Chair), Cllrs, E. Bates & A. O’Reilly, A. Clark., In attendance J. Grainger – Clerk & RFO. Cllr. T. Smith (LCC).

The meeting had a period of public forum, with 1 member of the public requesting further information regarding: PROW infringement at Poors Piece, including tree planting for Platinum Jubilee at Poors Piece, water on highways, Viking Way route changes due to planning application, boundary problems rear of the cemetery. The Councillors responded with the relevant information that was available, with the clerk tasked to provide further clarify and information regarding land ownership, as PROW, Poors Piece & Cemetery are not controlled by the Parish Council.

22.22    APOLOGIES FOR ABSENCE

23.22    TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 – Cllr. J. Connolly – VH Trustee & PC representative.

24.22    TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 15th FEBRUARY 2022. These were signed and accepted as a true record.

25.22    CHAIR & COUNTY, DISTRICT & PARISH COUNCILLOR COMMENTS

Cllr. Smith - LCC     offered support and proposed a meeting to discuss issues around the village, which was most welcome. The Councillors expressed thanks for the work undertaken Normanby Rd, with retaining work for verge.  

26.22    CLERK REPORT

The clerk reported that year end information had been received. The clerk reported she was awaiting notice board quotations.

27.22    TO DISCUSS GRASS CUTTING QUOTES 2022/23

3 quotations were received and circulated. After discussions it was proposed to appoint A J Williams as contractor for the 2022/23 season. Proposed Cllr. K. Smith (Chair), seconded Cllr. Connolly (Vice-Chair). Resolved.

28.22    TO RECEIVE UPDATE FROM THE VILLAGE HALL AND RECREATION GROUND.

Nothing to report at present, no update.  Deferred until May 2022.

29.22    TO DISCUSS WAY FORWARD WITH PLAY AREA.    

Cllr Smith (Chair) reported that after meeting the handyman not all repairs could be carried out by him. The clerk was tasked to contact repair companies to obtain quotes. Additionally, after discussions the Councillors asked the clerk to arrange site meetings with prospective play equipment suppliers, in order to provide them with price and size of new equipment options. 

30.22    TO DISCUSS PLANS FOR PLATINUM JUBILEE.

The clerk had contacted various local groups, to gauge plans for the Jubilee, along with offering applications of financial support for interested groups undertaking celebrations. Non received at this time. The parish council do not own land to place tree’s on unfortunately, although there are may schemes and offers available at present, but nowhere to plant them.

31.22    TO DISCUSS LITTER PICKING DAY.

The clerk reported that she had more litter pickers, but needed bags and vests. Fixmystreet reporting had been undertaken in regard to verge litter, which still needs to be resolved towards Holton le Moor on the A46 – despite LCC wanting to close out the job. This has been re-reported. Parish Councillors continued to litter pick periodically, and proposed that 30th April would be advertised as a community litter picking day. The clerk reported that 2 residents had already offered help, which the councillors were grateful for.

32.22    FINANCE:  ACCOUNTS FOR PAYMENT MARCH 2022.

It was proposed, seconded and Resolved: That orders for payment made to the sum of £556.75, income of £0.30 (interest). Proposed Cllr. A. O’Reilly, seconded Cllr. E.Bates.
    
33.22    PLANNING APPLICATIONS & DECISIONS

Following enquires the clerk reported £594.87 CIL payment due for application 138569, and a further £5305.16 on commencement of application 143908. Councillors discussed application 144483 Stopehill Cottages – No objections.
    
34.22    CORRESPONDENCE

Resident enquiries have been received in relation to the code on the lock, for the playing field. Access is restricted for use by the grass cutter. Residents requiring access are advised to contact the parish clerk for further information.

Date of next AGM & meeting – 10th May 2022
