Minutes of the Meeting of Tuesday 16th November 2021
Nettleton Village Hall at 7.30pm
Present: Cllrs. J. Connolly (Vice-Chair), Cllrs A. Clark, E. Bates & A. O’Reilly, P. Smith, In attendance J. Grainger – Clerk & RFO. Cllr. T. Smith (LCC).
Cllr. Connolly (Vice-Chair) Chaired the meeting. Cllr. Connolly expressed thanks to Cllr. Clark, on behalf of the Council, for representing the Parish Council and attending the Wreath laying ceremony, on Remembrance Sunday.
53.21 APOLOGIES FOR ABSENCE
Cllr. K. Smith (Chair) – accepted.
54.21 TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 – Cllr. J. Connolly – VH Trustee & PC representative.
55.21 TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 6th OCTOBER 2021. These were signed and accepted as a true record.
56.21 CHAIR & COUNTY, DISTRICT & PARISH COUNCILLOR COMMENTS
Cllr. Smith - LCC , enquiries from the October meeting had been communicated with the clerk, which although did not resolve issues directly the Parish Council were grateful for the support received. Cllr. E. Bates reported grit bin requirements to county, and after receiving a call regarding the topping up, the clerk was informed that should they require any further topping up that this should be done via Fix my Street, taking a photograph of the bin, for location purposes, and attaching it to the report. Most bins have now been replenished, with one having recently utilized as a litter bin. (This was not refilled as requested due to this). It was proposed and seconded that a new bin be provided at this location, for those wishing to discard rubbish in the grit bin.
57.21 CLERK REPORT
The clerk reported the play area was due to be inspected and would report back once received. The clerk requested content for the upcoming Newsletter. The councilor’s discussed asking residents opinion and suggestions regarding village improvements and the forthcoming Platinum Jubilee celebrations / commemorations.
58.21 FINANCE: ACCOUNTS FOR PAYMENT AUGUST & SEPTEMBER 2021.
It was proposed, seconded and Resolved: That orders for payment made to the sum of £629.27, income of £291.93 (interest & vat refund). Proposed Cllr. A. O’Reilly, seconded Cllr. E.Bates.
59.21 TO DISCUSS FUNDING REQUEST FROM CITIZENS ADVICE BUREAU.
The clerk circulated an email which outlined the request for support. It was proposed and seconded that the discussions about any grants be deferred until the January meeting, until news of funding availability, for the Platinum Jubilee, from District, was received. Cllr. J. Connolly (VC), seconded Cllr. Bates.
60.21 TO RECEIVE UPDATE FROM Village Hall & Recreation Ground.
The clerk had written to the VH regarding acceptance of the Recreation Ground as a Registered Charity, which is to be separated by the Village Hall Registered Charity. The process is underway and the clerk is to liaise with the VH Secretary in order to provide and receive documentation. A request for an increased litter bin was received, and after discussions it was propose and seconded to provide a larger litter bin.
61.21 TO DISCUSS WINTER MAINTENANCEE 2021.
Two quotations were received and discussed. It was proposed and seconded to accept the quotation from A.J. Williams. Further discussion took place and the clerk was tasked with seeking guidance from the insurance company regarding Winter Maintenance cover.
62.21 TO DISCUSS AND RESOLVE BUDGET 2022/23
Councillors discussed income and expenditure reports for 2021/22, circulated by the clerk. It was proposed that the precept be set at £12000, in order to continue to support and maintain the facilities of Nettleton. Proposed Cllr. O’Reilly & Cllr. Connolly (VC). Resolved.
