Minutes of the Meeting of Tuesday 4th January 2022
Nettleton Village Hall at 7.30pm
Present: Cllrs. K. Smith (Chair), J. Connolly (Vice-Chair), Cllrs, E. Bates & A. O’Reilly, P. Smith, In attendance J. Grainger – Clerk & RFO. Cllr. T. Smith (LCC).
01.22    APOLOGIES FOR ABSENCE
    Cllr. A. Clark, Cllr. T. Regis (WLDC) – accepted. 
02.22    TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 – Cllr. J. Connolly – VH Trustee & PC representative.
03.22    TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 16th NOVEMBER 2021. These were signed and accepted as a true record.
04.22    CHAIR & COUNTY, DISTRICT & PARISH COUNCILLOR COMMENTS
    Cllr. Smith - LCC    , enquiries from the November meeting had been communicated with the clerk. Cllr. Smith also discussed Tree Planting to celebrate the forthcoming Platinum Jubilee Commemorations.  
05.22    CLERK REPORT
    The clerk reported that she is currently gaining quotations for the grass cutting contract, and had requested additional options for a waste bin at the play area. The clerk reported that she had received a draft proposal from the Village Hall in relation to the Play Area transfer to the Parish Council. This document was forwarded to all councillors for checking, to be discussed at the next meeting. The clerk reported that she had contacted the Insurers with regard to winter maintenance, which had been circulated to councillors following the last meeting.
06.22    FINANCE: a) TO APPROVE PRECEPT PROPER FOR 2022/23.
It was proposed the estimate for £12000 be confirmed for the precept. It was additionally proposed to earmark funds of £10,000 for the repair, maintenance and updating of the play area equipment and fencing with gate. Proposed Cllr. Connolly (VC), seconded Cllr. O’Reilly.
    FINANCE:  b) ACCOUNTS FOR PAYMENT JANUARY 2022.
It was proposed, seconded and Resolved: That orders for payment made to the sum of £852.18, income of £0.66 (interest). Proposed Cllr. A. O’Reilly, seconded Cllr. E.Bates.
07.22    TO DISCUSS PLAY AREA REPAIRS MAINTENANCE AND UPGRADE.    
Cllrs met at the play area to discuss the most recent inspection report. A list of repairs and replacements items were identified and circulated to councillors in December. It was proposed to gain quotations for repairs, report fence damage to the grass cutting contractor, and to purchase replacement items for equipment identified as needed. Additionally, the clerk was tasked with circulating brochures for new equipment to all councillors before the next meeting, along with any funding streams available for implementing new equipment. The boundary trees were also discussed, with advice needed from District Council.
08.22    TO DISCUSS GRASS CUTTING QUOTES 2022/23
No quotations have been received at present. To be reported back at the next meeting.
09.22    TO DISCUSS PLANS FOR PLATINUM JUBILEE, AND AVAILABLE GRANTS
The clerk reported that information regarding available grants from WLDC was now online, with forms and guidance notes. Following discussions, it was proposed the clerk write to the Village Hall, Nettleton Primary School, Church and Pub to identify any events that have already been planned in the Parish. The councilors also discussed the County Council Tree Planting event, which is available for groups wishing to plant commemorative trees.
10.22    PLANNING APPLICATIONS & DECISIONS
    Councillors made enquiries about any outstanding CIL payments.
11.22    CORRESPONDENCE – Dog nuisance correspondence has been received and circulated electronically, with enquires redirected to WLDC.
