Notes of the Meeting of Tuesday 12th January 2021
Held online 7.30pm
Present: Cllrs. J. Connolly, P. Dales, P. Smith & E. Bates. In attendance J. Grainger – Clerk & RFO.

01.21    APOLOGIES FOR ABSENCE
    Cllr. A. Clark. K. Smith & A. O’Reilly, Accepted.

02.21    TO RECEIVE COUNCILLORS’ DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
Non received.

03.21    TO APPROVE AS A CORRECT RECORD THE NOTES OF THE MEETING OF THE COUNCIL HELD ON 10th December 2020. 
These were signed and accepted as a true record.

04.21    CLERK REPORT
The clerk reported that the website was currently under construction. Gritting enquiries had been received, with Cllr. Bates offering to monitor salt levels in all bins around the village. Emergency gritting and snow clearing was discussed, and a contractor identified. The current salt stock required checking, with no new stock available until summer 2021. Joint gritting with Claxby was agreed, with the criteria to be agreed upon, for any call outs. The clerk reported that highways issues, dog fouling, broken street lighting & potholes had reported since the last meeting. Cllr. Bates reported litter picking was taking place around the village, for which we are very grateful. 

05.21    i) TO CONFIRM PRECEPT PROPER – it was proposed that the estimated precept be confirmed as the final precept. Resolved that a precept of £12,000 be applied for. Cllr. Connolly  & E. Smith.
ii) TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR November and December 2020.
 It was proposed, seconded and Resolved: That orders for payment made to the sum of £332.00, income of £806.68 (Grass cutting allowance). The clerk reported that online forms had been submitted for a banking switch, an update would be made in March.

06.21    TO DISCUSS APPLICATION FOR GRANT FUNDING – CITIZENS ADVICE BUREAU.
    Discussions were held regarding the application. It was agreed that no funding be given at this time. Proposed Cllr. P. Smith, Cllr. Connolly.
        
07.21    TO DISCUSS GRASS CUTTING 2021/22
    Councillors discussed the only quote received so far. It was proposed that should no other quote be obtained before March then this quote be accepted Cllr. Connolly & Cllr. Bates. Resolved.

08.21    PLANNING APPLICATIONS & DECISIONS
    142154 – Hillcrest Normanby – remove garage & install garden room – granted
    142143 – Moortown Rd – Agri tenancy removal
141194 – Nettleton Rd – Coach Hse – change of use to Holiday let - granted.

09.21    CORRESPONDENCE
The clerk circulated all electronic mail.
